The national notice

  • Doc 136 is dated 27 January 2025 (signature line).1
  • Wind and solar on-grid output is in principle to enter the power market in full, with prices formed by market trading.2
  • A contract-for-difference style settlement ("sustainable development price settlement mechanism") is set up outside the market: the grid company settles the gap between the market average price and the mechanism price, and the cost goes into local system operation charges.3
  • Existing ("stock") projects are those put into operation before 1 June 2025.4
  • For existing projects the mechanism price follows current pricing policy and may not exceed the local coal-fired benchmark price.5
  • Incremental projects are those put into operation from 1 June 2025.6
  • For incremental projects the mechanism price is set by a yearly voluntary auction; bids are ranked low to high and the price is in principle the highest winning bid, capped by the auction ceiling.7
  • Provinces were told to issue and implement their own plans before the end of 2025.8
  • Provinces may not make energy storage a precondition for approving, connecting or dispatching new wind and solar projects.9

Method

We started from the national notice (NDRC and NEA, 发改价格〔2025〕136号) on ndrc.gov.cn, then looked, for each of the 31 mainland provincial-level regions, for the provincial implementation plan (final, or draft for comment), lists of existing projects admitted to the settlement mechanism, and auction notices and results for incremental projects. Leads came from Chinese-language web searches restricted to each region's government domains, from government site-search pages, and from the local store of our rule radar, which crawls provincial development-and-reform-commission, energy-bureau and NEA regional-office notice columns. Every source in this table was then opened on the issuing authority's own website (development and reform commission, energy bureau, provincial government portal or gazette, NEA regional office or, in one case, the grid company that ran the auction) on 13 October 2026 over a direct domestic connection and saved, including Word/PDF attachments where the operative text sits in them; Hubei's site blocks scripted requests, so its pages were read in a headless browser. Each quote_zh was copied from the saved original and machine-checked against it, ignoring only whitespace; source titles and document numbers were checked the same way (three plan numbers, for Jilin, Liaoning and Ningxia, are printed only in the province's own later auction notice, which is then the cited source). Media reposts were used only as leads and never back a fact. Trading-centre and grid-company pages count as official for auction results only; one such page backs a fact (State Grid Hebei's monthly price table, which gives the mechanism price paid to Hebei South auction winners). 'published' is the date in the document's signature line where one is shown, otherwise the posting date. A region is 'final' when a formally issued plan was verified, 'draft' when only a consultation draft was, and 'none_found' when no plan could be verified on an official site. auction.held is true only when an official page confirms that an auction cleared (a results notice, an official report of the clearing price, or an official notice referring to winning projects); otherwise held is false. auction.date is the date of the official document reporting the result where there is one, otherwise the date of the auction notice; no auction object is given where no auction document was verified. A missing result means 'not located on an official site', not 'not held'. Prices are quoted as the documents state them (yuan/kWh or yuan/MWh, tax included unless stated).
